Red Tiger Eye is Golden Tiger Eye that has been heat treated. While this can happen naturally when the gemstone is formed, most Red Tiger Eye used in the bead industry has been heated after leaving the ground. When heated, the golden fibrous inclusions in the stone (see Tiger Eye, just above) turn to a rich, brownish red, preserving the refractive qualities (the 'eye') of the stone.
